O uso do modelo de tripla hélice nas ações do CNPq: o caso da chamada pública MCTI/CNPq-ISTPCanada nº19/2012.

Abstract

Este trabalho tem como objetivo avaliar a interação do CNPq com outros elementos do Sistema Nacional de Inovação, sob a perspectiva do modelo de tripla hélice. A partir da avaliação de resultados dos projetos aprovados na Chamada Pública MCTI/CNPq/ISTP Canadá nº 19/2012 e da utilização de indicadores amplamente conhecidos, pretende-se identificar a relevância desse modelo em ações do CNPq e responder ainda as seguintes questões: i) os objetivos previstos para os projetos de pesquisa aprovados na Chamada 19/2012 foram atingidos? e ii) quais as contribuições desses projetos ao Sistema Nacional de Inovação? Além da caracterização dos projetos de pesquisa aprovados foi dada ênfase aos resultados gerados em relação aos objetivos da Chamada. Foram ainda apresentados e analisados os indicadores de interação com empresas, ressaltando os resultados obtidos a partir do modelo de Tripla Hélice. Ao final, foram enfatizados os principais resultados encontrados e o grau de atendimento aos objetivos da Chamada 19/2012, bem como apontadas algumas recomendações.

This work aims to evaluate the interaction of CNPq with other elements of the National Innovation System, from the perspective of the triple helix model. From the evaluation of the results of the projects approved in the Public Call MCTI/CNPq/ISTP Canada nº 19/2012 and the use of wellknown indicators, we found to identify the relevance of this model in the actions of CNPq and to answer the following questions: i) were the planned objectives for the research projects approved in Call 19/2012 reached? and ii) what are the contributions of these projects to the National Innovation System? In addition to the characterization of the approved research projects, emphasis was placed on the results generated in relation to the objectives of the Call. The indicators of interaction with companies were also presented and analyzed, highlighting the results obtained from the Triple Helix model. At the end, the main results and the degree of attendance to the objectives of Call 19/2012 were emphasized, besides we pointed some recommendations.
