Abstract
This working paper is based on research project conducted by the London School of Economics, with
grant funding provided by Instituto Unibanco, in collaboration with Brazil’s National School of Public
Administration (Enap). An earlier version of this paper was presented as part of the Fifth International
Public Policy Association (IPPA) Research Conference held in July 2021. The paper is a working draft
chapter for a planned edited book, provisionally entitled Leading Systems Change in Government:
Learning from Public Management Research. Instituto Unibanco’s support for conducting the research,
