Resumo
Esta tese investiga como dois grupos de funcionários públicos seleciona
dos para as carreiras
de Estado no Brasil aprendem a desempenhar as suas funções. Deste m
odo, busca
compreender os processos de aprendizagem, formais e informais, da e
ntrada desses servidores
públicos como alunos nos espaços destinados à sua formação, até sua inser
ção nos espaços de
trabalho, como aprendizes. A pesquisa justifica-se porque, sendo as am
ostras estudadas
consideradas boas referências no serviço público, faz-se necessári
o compreender como se dá a
aprendizagem para o exercício dessas carreiras de Estado. Quatro dimensões são consideradas para investigar a aprendizagem dos
funcionários públicos:
primeira, o surgimento e evolução da formação em administração públi
ca no País. Segunda,
as escolas de governo, lugares propícios à aprendizagem, influente
s para a administração
pública do País, inclinados à discussão de novas soluções e críticos na
identificação, análise e
apropriação das experiências verificadas em outras realidades. Te
rceira, os cursos de
formação inicial, espaços para o primeiro contato com a função escol
hida e os seus desafios,
saberes necessários e ferramentas disponíveis. Quarta, a inse
rção no ambiente de trabalho,
decisiva para o processo de aprendizagem social dos funcionários novatos
por intermédio das
comunidades de prática.
This work investigates the learning process of civil servants selected to state careers in Brazil. We aim to understand their formal and informal learning processes, from their admission and initial training phase to their insertion into the workplace as prac titioners. The research is justified because improvements in public management are needed for publ ic funding to be better used and for superior service standards to be provided with justi ce and equity. In order to investigate we consider several dimensions. First, we focus on the Schools of Government, spaces that are good for learning and crucial for public a dministration, but also open to exploring new managerial solutions experienced in other contexts. S econd, we set our sights to initial training courses. These spaces host the first contact made between students and their chosen careers and necessary skill sets. Third, we al so analyze insertion into the workplace, a moment that is decisive for the social learning proc esses of new employees. In this particular aspect, communities of practice play a leading role.
