3ª Semana de Inovação em Gestão Pública: transformação digital

Abstract

A Escola Nacional de Administração Pública (Enap) juntamente com o Ministério do Planejamento, Desenvolvimento e Gestão (MP) realizaram, de 16 a 19 de outubro de 2017, a terceira edição da semana de inovação em gestão pública: transformação digital. Durante os quatro dias de evento, dividido em três eixos temáticos–Inovação em Governo, Transformação Digital e Tendências–foram realizadas palestras, oficinas e mesas redondas com o objetivo de compartilhar experiências nacionais e internacionais.O eixo de Inovação em Governo abordou temas como o design de serviços, inovação social, inovação aberta, behavioural insights e outros. O eixo sobre Transformação Digital trouxe o relato de questões como governo digital e seus indicadores, governança de dados, digitalização de serviços, cidades inteligentes e outros. Já o último eixo tratou de Tendências em tecnologias e serviços que estão influenciando ou virão a influenciar as políticas públicas e a transformação dos serviços públicos, como Internet das Coisas (IoT), Inteligência Artificial (AI), Machine Learning e outros.Este relatório traz um apanhado das principais palestras apresentadas ao longo do evento, destacando os principais apontamentos citados pelos representantes do setor público, privado e do terceiro setor. O conteúdo aborda inovação em governança, saúde, finanças, educação, transporte, e comunicação. A 3ª Semana de Inovação em Gestão Pública representou um esforço em posicionar o país na linha de frente da inovação e estimular a troca de conhecimento acerca do assunto. The Escola Nacional de Administração Pública (Enap, National School of Public Administration), together with the Ministry of Planning, Development and Management (MP) held, from October 16 to 19, 2017, the third edition of thepublic sector innovation week: digital transformation.During the four-day event, divided into three thematic axes – Government Innovation, Digital Transformation and Trends –, lectures, workshops and round tables were held to share national and international experiences.The axis on Innovation in Government addressed themes such as service design, social innovation, open innovation, behavioral insights and others. The axis on Digital Transformation has brought to the table matters such as digital governance and its indicators, data governance, services digitization, smart cities and others. The last axis addressed Trends in technologies and services that are influencing or will influence public policies, and the transformation of public services such as Internet of Things (IoT), Artificial Intelligence (AI), Machine Learning and others.This report gives an overview of the main lectures presented throughout the event, highlighting the main points brought up by representatives of the public, private and third sector. The content addresses innovation in governance, health, finance, education, transportation and communication. The 3rd Week of Innovation in Public Management represented an effort to lead the country to the forefront of innovation and foster the exchange of knowledge on the subject. The richness of the discussions and ideas presented below shows that the journey is necessary and promising. Good reading!
