Resumo
O presente estudo tem por objetivo analisar o desempenho da carteira de empreendimentos rodoviários do Programa de Aceleração do Crescimentos - PAC, sob responsabilidade do DNIT, de 2007 a 2017. Para tanto, foram analisados 227 empreendimentos no período. O foco na análise da carteira do PAC foi na execução orçamentária e financeira e também na execução física, com base nos empreendimentos concluídos, com intuito de avaliar o desempenho da carteira. O resultado confirmou a hipótese do trabalho e demonstrou que mesmo havendo disponibilidade orçamentária/financeira, a execução orçamentária manteve uma média de 43% no período. Em termos de avanço físico, foram concluídos 4,8 empreendimentos por ano, em média. No entanto, mesmo que os projetos de infraestrutura não apresentem elevado desempenho, eles continuam sendo necessários e considerados importantes para o desenvolvimento econômico e social do país, remetendo ao paradoxo dos megaprojetos, de Flyvbjerg.

The analysis of the PAC´s project portfolio was focused on budget and financial execution and the progress of the construction work, in order to evaluate the portfolios performance. The result of the study confirmed its hypothesis and showed that even though there was budgetary/financial availability, budget execution maintained an average of 43% and in terms of physical progress, and 4.8 projects were concluded each year on average. However, even if infrastructure projects do not perform well, they are still necessary and considered important to the social and economic development of the country, referring to Flyvbjerg´s paradox of megaprojects.
